ARGUS RISING: Canada’s Next Leap in Zero-Trust SATCOM

In 1989, Network Innovations launched its operations in Calgary. It started by providing traditional terrestrial communications to customers but quickly grasped the value of offering always-available satellite connectivity.

Over the years, this company’s commitment to communications innovation resulted in a number of firsts. They include supporting the Canadian government in providing welfare and morale services for CAF troops deployed in Afghanistan in 2002. Network Innovations made this possible by launching the first rechargeable phone cards for satellite terminals (Mini-M), giving deployed soldiers private, reliable voice access to connect with their families.

In 2025, Network Innovations launched Satcom on-the-move (SOTM). It is a mobile platform that enables continuous satellite communication between vehicles, ships, and aircraft while in motion. SOTM ensures connectivity for military convoys, emergency response units, and commercial fleets, allowing uninterrupted command, tracking, and data transmission in mobile operations.

            Today, Network Innovations is a global technology integrator that keeps people, places, and things connected through always-available communications and networking solutions. Its customers can be found in industries including government and defence, public safety, oil and gas, media, mining, utilities, recreation, and maritime. The company makes connections happen by integrating various satellite communication technologies (such as Inmarsat, Iridium, Eutelsat OneWeb, and Starlink) to deliver turnkey solutions to their clients. Headquartered in Calgary, it now has offices and business units across the U.S., U.K., Netherlands, and Australia.

“For more than three decades, Network Innovations has delivered mission-critical communications capabilities to defence, government, and security organizations operating in the world’s most demanding environments,” said Frank Czulo, President of Network Innovations Canada. “Our team provides comprehensive coverage of the communications stack, including multi-orbit SATCOM, secure managed networks, BLOS capabilities, Arctic architectures, deployable systems, 24/7 network operations, and engineering support – enabling effective operations across all domains from Arctic patrol vessels to RCAF aircraft, SOF teams, and NORAD sensors”.

In a year-end interview with CDR, Czulo discussed evolving defence requirements, the rise of multi-orbit architectures, and Network Innovations’ new Argus platform.

CDR: Over the past year, what changes have you seen in the demands placed on Canadian defence communications, and how has your organization adapted to those shifts?

Frank Czulo: Over the past year, the demands on Canadian defence communications have shifted decisively toward resilience, security, and Arctic readiness. The CAF now requires architectures that function reliably across multi-orbit SATCOM, contested electromagnetic environments, and climate-impacted Northern regions.

To accommodate these shifts in the landscape, Network Innovations has strengthened its focus on multi-orbit integration, zero-trust overlays, Arctic-focused concepts, and platform-specific BLOS integration. We have expanded engineering capacity and cyber development to meet NORAD and CAF mission tempo.

CDR: How are modern communications systems being designed to stay resilient and mission-ready in contested, GPS-denied, or cyber-threatened environments?

Frank Czulo: Modern systems assume contestation as the norm. Resilience is achieved through multi-orbit redundancy, cross-bearer switching, zero-trust overlays, adaptive routing, hardened terminals, and distributed command architectures. These ensure missions persist even under jamming, GPS denial, cyber intrusion, and EM degradation.

THE NEW ARGUS PLATFORM

CDR: Your new Argus platform demonstrates advances in resilient, multi-orbit communications. How does this kind of capability support Canada’s need for secure, zero-trust SATCOM across both terrestrial and space networks?

Frank Czulo: Launched earlier this year, Argus represents a major leap forward in modern SATCOM architecture. The platform integrates multi-orbit connectivity, zero-trust security principles, traffic obfuscation, dynamic routing, and a unified Layer-2 fabric — essentially a common transport layer that keeps data secure and consistent across different networks.

Together, these capabilities deliver resilient, high-assurance communications across both space and terrestrial domains.

Argus is purpose-built to support Canada’s growing need for secure SATCOM across space and terrestrial links and aligns with NORAD modernization, Arctic communications, CAF digital transformation, and interoperability with Five Eyes partners. By unifying critical network functions under a single, adaptable framework, we strengthen operational agility.

CDR: Canada’s modernization programs come with unique geography, budget, and interoperability challenges. How do you help customers modernize while managing legacy systems and risk?

Frank Czulo: Canada’s modernization programs face challenges: vast geography, Northern climates, legacy systems, tight budgets, and the need for interoperability with the U.S. The next decade will emphasize multi-orbit resilience, zero-trust at scale, AI-enabled orchestration, space domain awareness, unmanned systems, hybrid architectures, and Arctic communications.

Network Innovations helps by using phased integration, backward compatibility, pilot trials, vendor-agnostic solutions, and managed services to reduce cost and risk. We help customers modernize while still supporting their legacy systems. Our approach includes backward compatibility, integration of new and existing technologies, modular kits, phased deployment, pilot programs, cyber hardening, and Canadian engineering support. This reduces risk and maintains readiness, without needing to replace equipment too early.

LOOKING TO THE FUTURE

CDR: What capabilities or priorities do you believe will define the next stage of defence communications, and how are you preparing for that future?

Frank Czulo: As contemporary conflicts extend across the electromagnetic spectrum, and geopolitical activity intensifies in the Arctic and space, the requirement for secure, resilient, and adaptive communication systems continues to grow. Defence communications will be shaped by multi-orbit architectures, zero-trust networking, AI-based orchestration, Arctic connectivity, hybrid space–terrestrial systems, unmanned integration, and resilient commercial SATCOM augmentation.

To address this, we are investing in Argus, cyber protection, AI-enabled orchestration, Northern-ready terminals, and sovereign Canadian engineering.

CDR: Finally, what do you see as Network Innovations’ biggest differentiators — the things you do that truly help customers operate with confidence in complex environments?

Frank Czulo: Our differentiators include deep satellite expertise across all orbits, zero-trust SATCOM, sovereign Canadian support and engineering, global NOC monitoring, platform integration, Arctic operations practice, and vendor-agnostic resilience. These traits allow us to deliver communications that do not fail, even in the most demanding conditions.

It’s clear the strategic environment has changed. Rising global instability, adversary EW capabilities, and increased Arctic activity demand stronger continental defence and modernized NORAD detection infrastructure. Communications must survive jamming, GPS loss, cyber attacks, EM degradation, and harsh Arctic conditions. Our agility and expertise allow us to design systems that assume contestation as a baseline, using multi-constellation integration, cross-bearer routing, secure overlays, and hardened terminals.
