BELL – Adapting to the Future: The Evolution of Bell Solutions for the CAF’s Evolving Needs

The relationship between Bell Textron Canada (Bell) and the Canadian Armed Forces (CAF) dates back to the 1970s with the CH-135 Twin-Huey, CH-136 Kiowa, and CH-139 Iroquois helicopters. In the mid-1990s, these fleets were replaced by CH-146 Griffon helicopters, which now account for over 60% of the Royal Canadian Air Force’s (RCAF) rotary wing assets. The CH-146 Griffon is the best-equipped military variant of the Bell 412, featuring significant modifications such as electro-optics and defensive weaponry. These enhancements proved invaluable during the war in Afghanistan, where the Griffon excelled due to its versatility and ability to pivot from escort to suppressive fire and casualty evacuation roles.
The Griffon has been deployed in various international missions, including humanitarian efforts in Haiti and the Philippines, United Nations mandates in the Balkans and Mali, and NATO support operations. Domestically, it has supported law enforcement during events like the Olympics, responded to natural disasters, and provided counterterrorist and search and rescue services. Few fleets in the RCAF have been tasked with such a wide range of mission sets. The Griffon’s ability to successfully fulfill these diverse roles is a testament to the aircraft itself, the skills of the crews who operate it, and all those involved in its sustainment, ensuring the delivery of effective service to Canadian interests.
MODERNIZATION & SUSTAINMENT OF THE GRIFFON FLEET
To keep the CAF’s helicopter capabilities up-to-date, Bell is supporting the fleet through two complementary contracts: the Griffon Limited Life Extension (GLLE) contract, extending the life of 85 CH-146s to at least 2035, and the CH-146 Integrated Service Support (ISS) contract, replacing the Optimized Weapon System Support (OWSS) contract. The CH-146 sustainment program exemplifies cooperation between the aerospace sector and the Government of Canada, involving over 40 Canadian partners. The ISS contract, covering management, engineering, logistic support, and maintenance, enables the team to develop, certify, procure, and install solutions on the aircraft without burdening operational communities. Implemented for 15 years with options, the ISS contract supports Continuous Capability Sustainment, essential for maintaining sovereign military and industrial capabilities.
The GLLE project began in January 2019, with the Government of Canada announcing Bell for the Definition phase. Despite the COVID-19 pandemic, Bell quadrupled the GLLE team, laid the basic design for the MK II, assembled a proposal, and transitioned to implementation. Updates under GLLE include replacing avionics, cockpit voice and flight recorders, communications and cryptographic equipment, control display units, and navigation systems. The Griffon’s cockpit displays and engines will also be upgraded, and its sensor systems integrated to improve data sharing and situational awareness. The CH 146C Mk II variant will be more capable, featuring a digital engine that increases the “all up weight” and a fully integrated digital cockpit that reduces pilot workload. The first flight of the CH-146C Mk II occurred in June 2024, with inductions at Alpine and Heli-One starting shortly after and a second test aircraft being completed by year-end. The first five aircraft will be modernized at Bell’s Mirabel, Quebec, plant, with the remainder modified by industry partners throughout Canada. The GLLE project will account for over 50% in Canadian content value, providing economic return, supply security, and preserving Canadian industry experience for future sustainment.

THE BACKBONE OF CANADA’S HELICOPTER INDUSTRY
In 1986 Bell opened its Commercial Centre of Excellence in Mirabel. Today, the Mirabel plant produces all Bell commercial helicopters worldwide, with a factory spanning over 650,000 square feet, 17 helipads, and two runways. Bell’s Calgary, Alberta, Supply Center maintains a 9-month inventory of parts for the Griffon fleet. With more than $1.1 billion in exports each year, our 1,600 employees and 550 suppliers serve as the backbone for the sovereign sustainment and modernization of this emblematic fleet.
The recognition is well deserved – on September 18, 2024, the Griffon was selected as one of nine aircraft featured on a Canadian Toonie unveiled to commemorate the 100th anniversary of the RCAF.

CANADA’S FUTURE NEEDS FOR VERTICAL LIFT
Tomorrow’s security environment will demand more from tactical aviation, particularly in terms of range and speed. This necessitates a significant step change.
Historically, tactical aviation assets have enjoyed the luxury of being located in close proximity to the Land Forces they support. However, as demonstrated in Ukraine, the ability of potential adversaries to employ long-range fires means that vertical lift assets may have to travel longer distances to deliver effects in the future. After some 60 years of providing battlefield air mobility, firepower, reconnaissance, heavy lift, and other key capabilities to military forces, conventional helicopters face the prospect of small incremental improvements, largely limited by aerodynamics.
The requirement for enhanced reach and survivability, common to many of Canada’s allies, could only be achieved with a new design. In the United States, the Army is investing in a replacement of the Blackhawk helicopter fleet with the Future Long Range Assault Aircraft (FLRAA) program. This next-generation tiltrotor capability, based on the Bell V-280 Valor, is designed to outpace and outmaneuver near-peer threats. Recent US Army analysis shows that FLRAA, flying twice the speed and distance of conventional rotary-wing platforms, will enable complex air assault missions in one-third of the time and with half the logistics and security required for the same mission today.
The significance of FLRAA lies in the fact that, for the first time, commanders will have the ability to exploit advantages from both the rotary and fixed-wing platforms while circumventing their limitations. Canada’s upgrade of the Griffon fleet serves as an interim solution to the Air Force’s next Tactical Aviation Capability Set (nTACS), a project that will explore the acquisition of a more modern, mobile, and effective tactical helicopter capability by the mid-2030s.
The recent Defence Policy Update – Our North Strong and Free (ONSAF) – has underscored a strong need for tactical aircraft and has identified $18.4 billion CAD for the recapitalization of tactical aviation. It focuses predominantly on continental defence, which, in the Canadian context, means defending the Arctic. The policy update emphasizes the need to expand presence in the North, increase range and reach across large and remote areas, and respond to domestic emergencies across the Canadian landmass. In our opinion, the speed and airlift capacity required to assert Canada’s sovereignty, respond to natural disasters, and contribute to international operations with allies, as mentioned in ONSAF, can only come from a tiltrotor platform.
There is another important criterion against which the FLRAA solution should be measured. In 2023, the RCAF issued an Air Force Strategy to achieve operational overmatch to deter and win should it have to fight. This strategy is predicated on three important tenets: agility, integration, and inclusiveness. The first two are particularly relevant to future procurements.
AGILITY
Agility is the ability to rapidly deploy and do different mission sets. Two of Canada’s greatest air mobility challenges are the sheer size of the country and the scarcity of infrastructure (roads and runways) to support aircraft operations beyond 200 miles from the Canada-US border. In this context, a tiltrotor platform that can deliver speeds comparable to those of fixed-wing aircraft while ensuring helicopter-style runway independence offers the CAF an unprecedented and unmatched degree of reach, flexibility, and responsiveness. Practically, this means that a tiltrotor could deploy to and from the Arctic and Europe without any support.
In addition to providing organic support to the US Army, the FLRAA platform will be developed for a variety of other applications, including medical evacuation (MEDEVAC) and special operations missions. In the Canadian context, it could support the same breadth of capabilities, putting the Canadian Army and Canadian Special Operations Forces Command (CANSOFCOM) on par with their closest military counterparts while enabling the RCAF with the most capable platform currently available to respond to national emergencies.
Furthermore, the V-280 is the only vertical lift platform that could allow the RCAF to consider a degree of fleet rationalization. Currently, Airborne Search and Rescue is conducted with a combination of fixed-wing and rotary-wing assets. A tiltrotor design could potentially combine both aspects of the mission while reducing the level of effort (number of assets, personnel, costs) associated with delivering this capability. The same applies to the provision of logistic support to Northern communities, which is currently provided by a fleet of runway-dependent Twin Otter aircraft based out of Yellowknife.
An additional but very important point to consider is the Modular Open System Approach (MOSA) that will be implemented as part of the FLRAA program. MOSA enables the integration of modernized mission systems to save time and money and keep pace with the threats, much like adding a new peripheral to a home computer. MOSA opens the door to the integration of domestic solutions and industrial participation where warranted, and it breaks the vendor lock that drives up costs and delays in modernization. Importantly, MOSA also ensures national sovereignty in modernizing the aircraft and its mission equipment.
INTEGRATION
Integration refers to the seamless unification of platforms through interoperability and interchangeability. The difference between interoperability and interchangeability lies in the level of ambition. In a military context, interoperability is typically defined as “the ability of military equipment or groups to operate in conjunction with each other.” Up until now, interoperability has largely been about implementing standards applicable to domains such as communication, navigation, weaponry, and supply chains, so that allies can function together with a degree of efficiency.
Interchangeability takes this concept to the next level by allowing platforms to fly comparable loads over the same distance and at the same speeds, among other things. In the realm of force generation, it paves the way for achieving common training standards, sharing of lessons learned, and establishing common operating procedures and sustainment solutions. It also simplifies force employment substantially as users and operators can work off commonly established Standard Operating Procedures (SOPs).
Bell is beginning to see significant international interest in the FLRAA capability. Already, the United Kingdom, the Netherlands, and one other country have signed Future Vertical Lift Project Arrangements (PAs) with the US Army. In addition, several countries such as Japan, Italy, and the Republic of Korea have signed Letters of Interest (LOIs), signifying their interest in following the same path.
A tiltrotor platform produced under FLRAA would be interchangeable with the main assault platform employed by the largest military in the world. This interchangeability means that the level of effort required to keep the platform relevant throughout its service life would be much less than if Canada had to do it alone. It would also allow the Department of National Defence (DND) to access capability enhancements in a timelier manner and at a lesser cost – thanks to MOSA – thereby ensuring DND gets the best value for every defence dollar.
Given the propensity by many of Canada’s closest allies to identify speed and range as key elements of military success going forward, the capabilities associated with FLRAA could easily become the baseline for integration in the very near future.
CANADIAN CONTENT
We are confident variants of the Bell V-280, with its advanced tiltrotor capabilities, will reshape the future of military operations for decades to come. This aircraft is ideal for Canada’s vast territory and perhaps the only one that will allow the Canadian military to fully integrate with its closest allies while delivering the agility required to meet Canada’s national interest at home and abroad.
Bell has already initiated the industrialization of FLRAA for the development phase and over the next 1-2 years will be selecting industrial partners for initial production of the platform. Time is of the essence for Canada to get involved in the FLRAA program if we want the opportunity for significant Canadian content value integrated into the aircraft. As the FLRAA platform is poised to enter its next industrial phase, early participation is crucial to ensure that Canadian expertise, technology, and manufacturing capabilities are incorporated into this next-generation tiltrotor platform. Delaying involvement could result in missed opportunities for Canadian industry to contribute to and benefit from this transformative project.
LOOKING AHEAD
Beyond the manufacturing of helicopters for the international market and the support of more than a thousand units operating across Canada, the Bell plant in Mirabel and the supply center in Calgary deliver domestic capabilities that meet Canada’s national interests. This is achieved through the preservation of infrastructure, skills and equipment required to support public institutions such as the Canadian Coast Guard and DND. This is best exemplified by the modernization and sustainment of the RCAF’s largest helicopter fleet.
As the US military prepares to transition to FLRAA and Canada looks to implement the most recent evolution of its Defence Policy (ONSAF), an opportunity exists to lead the way in achieving the level of agility and integration that the CAF aspire to for delivering their mandate in a deteriorating security environment.
With V-280, beyond the unmatched multirole capabilities provided by the tiltrotor design, Canada will be able to rely on Bell’s military expertise, its full range of domestic vertical lift manufacturing capabilities, and its proven sustainment track record, ensuring that members in uniform are equipped and supported to carry out their missions without compromise.
