Voyageur Aviation: Canada’s Premier Partner in Government & Defence Aviation

We’ve seen quite a bit of growth within Voyager,” said Carl Kumpic, Vice-President, Defence & Government Programs at Voyageur. “We are now at 420 employees, and much of our growth is related to programs predominantly on defence, but also on the aircraft part sales of our business. We’re pretty chock-a-block as it relates to our facilities and capacity so we’re turning up the number of people that we’re recruiting, and we’re hiring contractors to help supplement our full-time staff.”
SPECIAL MISSION EXPERTISE
Voyageur’s prominence in the aerospace sector is especially evident in its specialization in Special Mission aircraft. These aircraft are extensively modified for complex operations in challenging environments. Whether the mission involves airborne surveillance, humanitarian relief, or medical evacuation, Voyageur provides turnkey solutions with seamless integration of design, engineering, and operational support.
Voyageur’s strength lies in its ability to deliver complete mission-ready aircraft by leveraging its in-house Design Approval Organization (DAO) authority. This designation permits Voyageur to carry out full-spectrum “concept-to-design” modification plans and secure necessary Supplemental Type Certificates (STCs). Coupled with its Approved Maintenance Organization (AMO) status and MRO capabilities, the company executes bespoke installations and mission-specific modifications with precision and efficiency.
The company’s Special Mission capabilities include: Intelligence, Surveillance, and Reconnaissance (ISR); Search and Rescue (SAR); Aeromedical/Air Ambulance; Aerial Firefighting; Aircraft Survivability Equipment (ASE); Geophysical Survey; and Combi / Cargo Operations.
Voyageur supports the RCAF’s CT-142 fleet which provides essential training for Air Combat Systems Officer (ACSO) and Airborne Electronic Sensor Operator (AESOp) trades. Voyageur is currently upgrading the CT-142 fleet with air navigation, management, and control system avionics upgrades as part of the Multi-Fleet Air Traffic Management (MFATMA) enhancements, as well as a radar replacement for the aircraft. In addition, Voyageur was one of the firms selected to conduct depot level maintenance on the CT-142 fleet through a recently awarded Standing Offer.

“We’re just at the tail end of the first aircraft to go through MFATMA and looking to deliver the first modified aircraft fairly soon,” Kumpic told CDR. “That will be followed by the other three aircraft, and then all four will return for the radar upgrade which will commence early next year.”
A signature Special Mission program which Voyageur supports is the Transport Canada Aircraft Services Directorate’s National Aerial Surveillance Program (NASP) which searches for ship-source pollution, security patrols, search-and-rescue operations, and reports ice conditions. NASP patrols cover the country and average 3,500 flight hours a year. As a result, Voyageur is seeing an increase in engineering taskings coming up in relation to this program. Notably, Voyageur anticipates it will be installing an advanced radar on one of the NASP aircraft shortly.
Another exciting program under development by Voyageur is the modification of a Challenger 850 for the US Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) division. The aircraft will be heavily modified to perform airborne scientific measurements and research. Included in the modifications are the fitment of seven pylons, three on each wing and a center pylon as well as numerous fuselage apertures, observation windows and panels to incorporate scientific instrumentation. This program is well underway and will provide a replacement for the ARMs Gulfstream G-1 aircraft. The Canadian National Research Council (CNRC) operates a research aircraft (Viscount 580) for similar research missions which is anticipated to be replaced shortly.
“As a modification program, the DOE-ARM program is an excellent example of our ability to modify and certify a special mission aircraft,” said Kumpic. “To be able to take an aircraft that was formerly a commercial aircraft, convert it into a scientific research platform meeting the necessary regulatory requirements is a significant undertaking, and one we are very excited about.”
SUPPORTING CANADIAN DEFENCE
Voyageur Aviation plays a critical role in supporting Canada’s national defence strategy, notably through its involvement in the Canadian Manned Airborne Intelligence, Surveillance and Reconnaissance (C-MAISR) program for the Canadian Armed Forces. This initiative demands supporting aircraft capable of conducting sensitive surveillance missions, often in complex or hostile environments. Voyageur provides support to operational aircraft through In-Service Support (ISS), including engineering modifications, systems integration, maintenance, and technical support.
According to Kumpic, the ISS work on C-MAISR has entered Phase II operational status, which means the company is supporting deployments while managing on-going fleet engineering challenges as well as enhancements. This work is done in collaboration with General Dynamics Mission Systems – Canada (GDMS-C) and the Canadian Forces, including 8 Wing Trenton where the C-MAISR fleet is based.
Voyageur’s commitment to public service is also demonstrated in its role as the exclusive fixed-wing air ambulance provider for the province of New Brunswick. These time-critical operations are life-saving in nature and require highly trained personnel and rigorously maintained aircraft. For almost 30 years Voyageur has supported this operation with a fleet of Textron King Air 200 aircraft and is in the process of adding a third aircraft to the fleet to increase capacity and responsiveness. The air ambulance fleet was modified by Voyageur and are fully equipped for advanced critical care, reflecting the company’s stringent safety standards and operational excellence in medical aviation. In addition, Voyageur is now also responsible for supporting this operation from Grand Manan Island airfield in New Brunswick.
“Voyageur has made significant investments while working diligently with the municipality towards modernizing the facilities on the island including adding crew accommodations to ensure an effective and responsive air ambulance operation,” said Kumpic.
EXPANDING INTO
UNCREWED SYSTEMS SUPPORT
As Voyageur gains expertise in supporting the C-MAISR platform, it is clear that that capability shares significant technological commonality with uncrewed systems, and that positions Voyageur as a strategic provider for both crewed and uncrewed defence ISR aviation.
The technological crossover between crewed ISR aircraft and uncrewed platforms are many — this includes air vehicles, integration of advanced sensors, communications, maintenance and airworthiness as well as mission systems, and appropriate security clearances. Voyageur is therefore now strategically positioned to contribute to initiatives such as Canada’s Remote Piloted Aircraft System (RPAS) project, where expertise in system sustainment, integration, deployed operating locations, and aeronautical lifecycle support will be essential.
“We’re looking to foster relationships with competent UAS providers of all types and sizes because we bring the ISS and aviation life-cycle expertise, engineering and airworthiness competence, and years of experience in deployed operations and field support in austere locations — everything you need to efficiently operate UAS’ globally,” said Kumpic.
