The United States has approved a major Foreign Military Sales package that will provide New Zealand with MH-60R Seahawk maritime helicopters, Mk 54 l ightweight torpedoes, and a comprehensive suite of anti-submarine warfare equipment, reinforcing Wellington’s maritime surveillance and undersea warfare capabilities at a time of increasing strategic competition in the Indo-Pacific.

According to U.S. State Department notifications, the package is valued at approximately US$1.57 billion and includes five Lockheed Martin-built MH-60R Seahawks, airborne low-frequency sonars, Link 16 tactical datalinks, Hellfire missiles, APKWS guided rockets, sonobuoys, and associated support systems. Furthermore, an additional separate approval covers the acquisition of 20 Mk 54 lightweight torpedoes, the primary ASW weapon carried by the Seahawk and compatible with New Zealand’s existing P-8A Poseidon maritime patrol aircraft.

The approval follows Wellington’s 2025 decision to select the MH-60R as the replacement for its aging SH-2G Seasprite fleet. New Zealand officials have emphasized the need for a modern, interoperable maritime helicopter capable of operating alongside key partners such as Australia and the United States while enhancing the country’s ability to monitor and protect its vast maritime approaches.

More broadly, the acquisition reflects a growing preference among allied navies for proven and interoperable maritime aviation platforms. In that context, the MH-60R has emerged as the Western world’s de facto standard naval helicopter. The type is now operated by the United States, Australia, India, South Korea, Greece, Denmark, Saudi Arabia and several other partners, creating a large support ecosystem and common operational framework. Against this backdrop of expanding MH-60R adoption, Canada’s experience with its own maritime helicopter program offers a notable point of comparison.

While New Zealand prepares to field one of the world’s most capable naval helicopters, Canada continues to wrestle with persistent readiness concerns surrounding its CH-148 Cyclone fleet. The Cyclone was intended to become one of the most advanced maritime helicopters in service, replacing the venerable CH-124 Sea King after decades of delays and cost overruns.

However, despite the platform’s advanced capabilities, recent reports indicate ongoing availability issues that have frustrated senior naval leadership. Canada’s former Commander of the Royal Canadian Navy, Vice-Admiral Angus Topshee, was quoted as saying the Cyclone “has been letting us down,” reflecting concerns over fleet readiness and aircraft availability for deployed operations.

These challenges carry significant operational implications because the Cyclone represents the Royal Canadian Navy’s primary embarked anti-submarine warfare capability. Maritime helicopters remain the most effective means of extending a warship’s submarine detection range through the use of dipping sonars and sonobuoys. Without a reliable helicopter, even highly capable surface combatants experience a substantial reduction in ASW effectiveness.

Canada has invested heavily in the Cyclone program and remains committed to the fleet, which is expected to operate for decades. Nonetheless, the operational frustrations expressed by naval leadership have reignited discussion about whether the Royal Canadian Navy should examine alternative maritime aviation solutions as it prepares for a future fleet that will include Arctic and Offshore Patrol Vessels, Joint Support Ships, River-class destroyers, and potential continental defence corvettes that could emerge from evolving North American security requirements.

The MH-60R’s appeal lies not only in its combat systems but also in its maturity. The platform has accumulated millions of flight hours across numerous navies and is supported by an extensive global logistics network. Most importantly, its proven integration of airborne low-frequency sonar, sonobuoys, radar, electronic support measures and Mk 54 torpedoes provides a turnkey ASW capability that many allied fleets have adopted with relatively low technical risk.

That said, for Canada, any suggestion of replacing the Cyclone fleet outright would face significant financial, political and industrial obstacles. The country has already invested billions in procurement, training infrastructure and maintenance systems built around the Sikorsky S-92-derived aircraft.

However, future procurement decisions may present opportunities to consider a mixed-fleet approach. Should Ottawa eventually pursue a class of smaller continental defence corvettes focused on Arctic sovereignty, North Atlantic surveillance and undersea defence, the MH-60R could emerge as an attractive option. The helicopter’s widespread NATO adoption would simplify interoperability, training and logistics while providing a mature ASW capability from the outset.

Similarly, future variants of Canada’s AOPV concept or specialized offshore security vessels could potentially benefit from an aircraft optimized specifically for naval warfare rather than broader multi-role missions. The relevance of that discussion becomes even more pronounced when viewed against the rapidly evolving undersea threats facing NATO and its partners.

The debate arrives as NATO places renewed emphasis on anti-submarine warfare amid growing concerns about Russian submarine activity in the North Atlantic and Arctic and increasing underwater infrastructure vulnerabilities. In that environment, the reliability of embarked helicopter fleets is becoming as important as the capabilities of the ships themselves.

Viewed through that lens, New Zealand’s decision demonstrates how allied nations are increasingly turning to proven, off-the-shelf solutions to accelerate capability delivery and reduce procurement risk. Whether Canada ultimately follows a similar path remains uncertain, but the success of the MH-60R across allied navies must at least merit attention and consideration in Ottawa.

For now, the Royal Canadian Navy remains committed to making the Cyclone fleet work. Yet as new shipbuilding programs emerge and continental defence requirements evolve, New Zealand’s Seahawk acquisition should serve as a reminder that when it comes to anti-submarine warfare, capability is only part of the equation—availability matters just as much.
